It appears that speeds have returned to normal. Hopefully Time Warner has found the bottleneck.

Thank you for being patient while Time Warner worked out the issues with the submarine fiber optic cable.
Although service has been restored, you may have noticed a slow down in speed.
Time Warner engineers have identified some performance issues with the new transport.
They are working on the issue and are trying to resolve it as soon as possible.
This means that during this critical period, we ask that you be patient, as we are all sharing a limited resource.
We apologize for any inconvenience and appreciate your understanding of the situation.
